Screen goes white after booting up

After starting my computer up, and logging in, the screen initially comes up with all the icons, then all the icons disappear, and shows the Bing screen, and then goes white. It is unresponsive to to anything, except control/alt/delete, which takes you to the page where you can log off. Can restart in safe mode, but unable to go to restore. Can go to manual command in safe mode, but I don't know what to do after I get to that point.
