Why is my screen getting horizontal colored lines?

My screen got horizontal colored lines (cycling RGB) about a year ago. After a couple of months, the screen started to fade to white, and couldn't recover it until reboot.

I checked that with a monitor, and the laptop displays fine, even when totally white.

This problem was solved when I upgraded to Windows 8, but the lines started to appear again. What do I do?
