Bluetooth gone crazy - Can not discover but can be discovred

I'm trying to fix an iPhone 4S that has this weird symptom: The bluetooth can discover any other bluetooth devices in range, but the 4S itself can be discovered by other devices.

I have tried 'reset network settings', restored and updated to latest 7.0.2 but yet the device can not discover and connect to any bluetooth devices.

Anyone?
