Power light on, no picture or sound.

When I turn the TV on the power light comes on, there is no picture or sound. I can hear a click (faint) and at times see light moving on the screen. I have checked the fuses, all good. I have looked at the capacitors and did not find any bleeding or buldging. The LED lights come on, 2000 and 2003, 2002 blinks.

What is my next step?
