Let me start by saying NEVER use a hairdryer for a reflow job, it will never get hot enough, you cannot control the spread of the heat and it can cause damage to the surface of the motherboard.
Understand you may have made things worse.
Have you tried to power it on without the battery inserted?
Cmos battery should be removed for at least 5 minutes.
If the Cmos battery pops in you should consider replacing it altogether. Most main board will not boot if the battery is dead.
Remove battery and power plug hold down power button for 1 minute, keeping it held then insert the power jack to the laptop and see if it boots.
Did you try to power it with hdd removed?
Try to rotate ram. Remove Ram 1 and place Ram 2 into slot 1 and boot, if the same. Remove Ram 2 from Slot 1 and insert Ram 1 in Slot 2 and boot.
Is there a system to the flashing lights? e.g Blink 2, blink 1?
Try these 1st and see if it helps. Let me know how you get on.

Can you boot to an install disk?

and follow from step 2.

HP62 64bit Win7 wouldn't boot/cap lt blink/black screen. Solved by removing SD card from slot.

I'm using win 10 and this happened but it goes on to the login screen, I'm completely hopeless because i cant log in.

This is caused by the typing language selection option. For me a quick WINDOWS+SPACE resolved it.
