iPhone 3 Can't send pictures with text?

When attaching a picture to a text message it won't send. The green indictator bar goes across as if it's going to send then it stops at the very end and a red exclamination point pops up beside the text and a failed send message comes. I tried everything I know but still cannot get it to work. Thanks for all your help.
