Regarding the Ipad air, if I need to open it up, will i need to replace the adhesive or will the adhesive still be sufficient to hold down the touch screen after i replace the LCD.

You will need to replace the adhesive. Once opened the adhesive will be stretched and torn and maybe clumped in some areas. Even it it comes up perfectly it still will lift eventually if you get it to stick at all. It would be best if you used new adhesive.
The way most of these adhesives work is it bonds and sets once it has stuck and pressure has been applied. once you break this bond the adhesive becomes extremely weak.
