Why doesn't the replacement Touch ID work in iPhone 5S and newer?

After doing so much research, I'd like to know why the Touch ID on the iPhone 5S and newer are basically unique for each device? Basically, if the Touch ID goes bad, after warranty expired, then the iPhone is no longer good. As far as the Touch ID, right?
