iPad 4 not restoring

Hi all I have an iPad 4 wifi that is not restoring at all. I've tried mutilple computers and I am getting numerous errors but mostly error 21 I have changed the battery and the charging port. Could it be the U2 IC? Also the PCs is pixelated on recovery mode. Please see pic via the link. Any help would be very much appreciated.
