Won't turn on at all

I have a MacBook Air a1369 late 2010 model. It won't turn on the charger flashes green and amber unless the battery is unplugged then it just stays green. Also when I plug in external hard drive the fans come on but nothing else. Could it be a logic board or a I/o board problem?
