Does the ipad mini 2 with wifi and with the without the wifi, both have magnet's on them and while repairing what are the difference's that we have to be careful with?

As Ben said - originally all of them have a magnet. When you are replacing the screen with digitizer you will find the hardest thing LCD screen removal - connection cables are under it and this bloody thing is glued quite firmly on the thermal shield. It is really a pain if you are not careful - use heat, a lot of patience and recommended method is with a dental floss.
And - be careful - in 99% you will have to replace magnets from old glass to new glass - don't be cheap and buy some cheap plastic - go for OEM and you will be out of trouble.

All iPads come with Wi-Fi. You mean without the sim card data capability (3G / 4G).
Yes, every iPad that can use a iPad cover to lock the iPad automatically when closing the cover has a magnet on it. Both iPad Mini 2's will have magnets on them. I haven't repaired one myself but there will most likely be more adhesive when it has a 3G / 4G antenna module in it. Usually at the top of the screen.
