OE does not saving sent items
A user is using Outlook Express at home (I don't know why) it is not saving his sent items?

I think you will not get such a tool but you can repair the corrupt DBX files and once you have working DBX files, you can import them into Outlook to merge into a single PST file. How to fix Outlook Express dbx 2Gb limit problem.
Outlook Express stores emails in special files with .DBX extension. Every Outlook Express folder has its own file with DBX extension. For example,Inbox folder has a corresponding Inbox.dbx file, Outbox folder has a corresponding Outbox.dbx file and so on. There is a 2Gb limit for every DBX file and that can cause some serious problems. The matter is that the users often use e-mail nowadays to exchange different files with each other. As a rule, these are documents, photos, music, videos, program files, etc. All these files are of big size and your mailbox can eventually reach the 2Gb limit.
When Outlook Express folder reaches its 2Gb limit you can't place any messages in it anymore

Do you know if this is also true for Outlook for Mac 2011 vers 14.3.7. @oldturkey03 is having to forward pictures to me from @jayeff of his vacation because they bounce on me. Could this be my ISP? I use Suddenlink.
There isn't a 2 gig limit with Outlook. I will have to research to see if there is a limit.
