I had this problem with my Sony Xperia T2 Ultra. Have yet to figure out what it is...
When I tried to diagnose my phone, I replaced the new "faulty" screen with a new one but the same thing happened.
The DIGITIZER seems to be working because when I swiped up when I though the boot reached the home screen, I could feel the phone vibrating because I was pressing the different keys to my passcode.
So in my case it seems to be the display cable that's the issue, but at this point it's that or the logic board. So check for any tears in the display cable or scratches on the logic board. That's the most I can offer now from my own experiences
I hope you understood what I meant in the digitizer paragraph.

@shaunharris770 you got the right screen? Sometime the iPod 5th gen is wrongfully called a Classic. The displays do not interchange.

Replacing the screen helped but the display was still choppy and the click-wheel did not respond. On closer inspection the logic board was scratched.

I just tried a new logic board and the display still looks choppy, there are lines through it and a white spot that shouldn't be there. Also, the click-wheel doesn't respond.

Seems like it's the click wheel cable problem, for the click wheel.
The display problem, I don't know what could be happening. As I've never owned or used an iPod Classic, I don't know much about it.
Before we proceed, have you brought it to an Apple store to see what they say?
