software problem when starting up frozen on the HTC powered by android

My HTC desire 510 is having problems starting up (It is frozen on the HTC powered by android screen). Apparently it is a software issue. I have turned it off and on and taken out the battery as well as the sim card and the memory card (SD card). I have taken it in to get it checked and they said they could not fix it.
