Do you hear the typical tone when the iphone is connected to external power? .after a few seconds move the mute button up an down and the iphone should vibrate..connect it to itunes or insert a sim-card without pin an try to call on the iphone..

Sorry but you will need to be more descriptive than that. What happens when you try to turn on the phone? No signs of life?
Was any repairs done prior to the phone not working? Anything happened that may have contributed to the cause of this problem?
Bought iPhone 4S as used / 2nd hand as dead?
