Could lens error cause camera to not power on at all?

I asked the previous question about cleaning the lens. My question is, i have gone through EVERYTHING and it still wont turn on. I read a lot about how people will get 'lens errors' I don't get anything.

I truly believe it is the lens unit or something inside it, but my question is, would a bad wire or some other mistake in the lens unit cause the camera to not turn on?

Want to know before I buy a replacement part and it wont work.
