when people talk on the phone i can hear them, but when i talk people cant hear me or its static. but i hear no static on my end?

Hi,
Try using the earphones with the microphone attachment to make and receive calls to verify that you can be heard OK.
If you can't be heard then there is a problem with the voice transmission circuitry on the systemboard in the phone.
If you can be heard then there is a problem with the phone's internal microphone.
It is either faulty, has come loose from the systemboard or perhaps the voice inlet hole has become blocked.
To check out this last possibility, use a strong light and a magnifying glass to inspect the phone's voice inlet hole.
This is to be found on the bottom edge of the phone.
It it appears to be blocked, DO NOT use a pin etc. to try and clear the blockage. You might damage the microphone which is directly behind it. Try a vacuum cleaner, using short bursts to try and suck the obstruction out of the hole.
If it is clear upon initial inspection, then the phone will have to be opened to ascertain the problem with the microphone.
Here is a link to the ifixit screen repair guide for your phone. It will be a help in opening the phone to check if the microphone is loose.
If you find the process of repairing your phone too daunting, contact a reputable, professional mobile phone repair service and ask for a quote to repair the phone.

Not sure re your model phone, but most modern android phones have 2 internal microphones installed. (some even have 3)
One is used for "normal" type phone calls (phone held close to head) whilst the other is used for "hands free" (or speakerphone) mode calls. (the 3rd microphone -if there is one - is usually used to detect the background noise so that the voice transmission can be filtered and adjusted accordingly for better quality - the "hands free" microphone can also be used to serve this function on a "normal" mode call. It may depend on how the manufacturer has designed the phone to operate.
Have you tried making a hands free (speakerphone) type call to check if you can be heard OK?
If you can be heard OK when making a call this way then most probably there is a problem with the lower internal microphone. (see answer above regarding possible problem with the voice inlet hole)
My Alcatel Android phone in regular call I can hear the other person fine but they can't hear me unless I'm on speaker phone but if I'm calling from Facebook messenger app I can hold the phone like a regular call and it works fine for me only probably for me is in regular call

Couple of things that you can try to resolve the problem.
Wipe the cache partition - you don’t state the model of your Alcatel phone so hopefully it is the same procedure.
Check if the phone operates normally after this.
Start the phone in safe mode and check if the phone operates normally.
If it does then a downloaded app is the cause of the problem. The trick is to find out which one is the culprit. You will have to uninstall each downloaded app, one by one and test the phone in normal mode between each uninstall to see if it works OK or not. When it does work OK the last downloaded app that was uninstalled was the problem. Start with the downloaded apps that were installed or updated around about the time that the problem started.

Did you try any of the suggestions in the answers below, you didn't say?
You don't state the model number so you may have to search online for how to enter safe mode or wipe the cache partition for your particular model phone
