When teathering off of a cellphone the cellular provider (i.e. AT&T, Sprint, or T Mobile) will have different options based on your plan you bought. As an example my carrier offers me only 2GB per month. So when I exceed that I’m charged a fee. Others may offer a limit based on minutes you bought for either voice or data.
Review your contract and speak with the carrier you currently have. You may want to review other carriers offerings as they may offer a better deal. Just be careful as the other carrier may not have coverage where you live or travel to.

To be clear here you are teathering or using your cellphones connection as a hotspot to the internet over the cellular network, correct?
And what do you mean by ‘limited’ here the data rate or the length of time?

if you are on a computer with a fixed IP, for example 192.168.0.1, and the router handset is configured to distribute another IP range, for example 192.168.1.x to 192.168.1.y your connection will be limited

A phone that is set into teathering mode enables a DHCP service so devices connecting to it will have the needed IP address (the phone acts as a router to the internet). This is all part of the handshake via Bluetooth/WiFi between permitted devices.
Remember the OP stated it was connected, just that he was getting a message stating it was ‘limited’
