Teardown suggests no usb 3 chip but Apple claims compatibility

The teardown shows just a USB C PD chip, which is handled by the USB 3 controller on the 12.9”, but Apple claims only the 12.9” and 10.5” iPad pro’s work with USB 3, so if the iPad Pro 10.5” works with usb 3 speeds then why don’t the iPhones that also have the USB C PD chip?
