Does the laptop start if you have the charger connected and switched on?
You state that you have to press the Power button 300+ times and it still doesn’t start.
By this I take it to mean that nothing happens, no lights, no fan noise, nothing at all, except the one click, is this correct?
If this is the case, then I suggest that you start with the Power button, to prove that it is OK or connected OK to the systemboard.

Scroll to p.47 to view the necessary pre-requisite steps and then the procedure to remove the Power button board.
Once you have isolated it from the systemboard you may be able to test if the button itself is operating OK by testing it with an Ohmmeter to prove electrical continuity through the button when it is operated.
If the button is faulty, replacements are available online, just search for Dell XPS 17" L702X Power button board part to get results for suppliers of the part.
Alternatively you could always strip back the laptop to a barebones system, i.e. no HDD or DVD drive or external USB etc, just RAM and laptop components and try to start the laptop in case there is a power problem with either drive that is shutting down the system.
If it starts OK you will get an error message regarding no OS found or something similar but at least you’ve narrowed down the problem.
