eMac unknown original owner

2nd hand eMac 10.4.11 with unknown administrator and passwords(bought at a garage sale).Would like to clear out everything to get it working properly.(Does not accept any changes)Doesnt have any original disks.

From your other question it appears you have a system installation disk. Start up from your system installation disk by inserting the disk and holding down the "C" key while restarting. Go to the second page pull dow menu to Utilities -> change password and change it.
