Sadly I suspect you’ve damaged the LCD cover glass or the LCD panel its self is damaged. You need to be very careful as solvents and oils can damage it.
At this point you’ll need to live with it or replace the display MacBook Pro (13 Zoll, Ende 2011, Unibody) Display austauschen. You might be able to replace the cover glass following this guide MacBook Pro (15 Zoll, Mitte 2009, Unibody, 2,53 GHz) LCD austauschen picking up at Step19 from this guide.

I'm betting predisposed damage being present and then cleaning it exposed it. I deal with it from time to time on exposed panel notebooks and displays. Usually scratching that was hidden before I cleaned it.
Unless the OP used something harsh on it (plausible since it's not something that's indicative of typical predisposed damage), that's the only possibility.

From the picture I cant tell if that is on the outside or inside of the glass. If it is outside then use a microfiber cloth and scrub it off. If it is on the inside then it is probably condensation on the inside from the cleaner you used. In that case my advice would be to give it time to dry .

What do you mean you cleaned it with "toner"? Does the affected area feel rough when you lightly glide your fingers across it?
