Keeps turning on and off repeating every second or two

I just got this smart watch as a gift. I charged it overnight to full charge. But when I turn it on it starts up and then turns off again then turns itself off and on repeatedly. I have removed the battery but can't even get to settings app to restore to factory settings. HELP!!!!
