Why can't my hard drive be restored by the PS3?

I recently got a new hard drive for a PS3 I got from my brother that didn’t come with one and after plugging it into my computer using a Sata to Usb cable, the hard drive seems to be working fine but when I go into the safe mode on the PS3 and try the ‘Restore PS3 System’ option, it just powers off the console or says system storage cannot be assessed. Am I doing something wrong? How do I fix my hard drive to get my PS3 to detect it? Or do I have to fix my PS3? Either way, I’d love some advice about how to fix this issue!
