Rear camera not working after being disconnected

I have an iPhone 8 that had a cracked back glad so I transferred it to a new back housing. Unfortunately the rear camera mount wasn't the right size so the camera wouldn't fit in it. I used the phone without the camera with no problem.

I just got a new rear housing and everything fits but the rear camera won't work. I've reset the phone to factory settings and updated to the latest version and it still isn't working.

Is it safe to assume the camera is damaged, or is there something else to look at?
