What do you mean by mod ssd? Did you create the Mac OS High Sierra Installer via the createinstallmedia command from apple’s guide on how to use that command?

I reinstalled the OS from a USB and it worked. Also, all of my settings and applications were still there. Which was a nice surprise.

The SSD is in place of the cd-rom so it cant be the SATA cable. Which I've replaced 3x.

@dufix - Here were are facing different issue within the optical drives SATA interface on the logic board.

Review this doc: OWC Data Doubler You'll need to switch to a SATA II (3.0 Gb/s) SSD drive. While your system will report SATA III (6.0 Gb/s) the port has a design flaw that Apple never fixed in this series until the 2012 models. Most SSD's sold today are fixed SATA III and the few which are auto sensing like Samsung EVO won't work either as the drive can't latch in on the slower I/O speed the system needs.

It looks like it might be a FileVault 1/2 issue and/or HFS+/APFS conversion gone wrong?

Is the 2011 MBP model accurate? What did you try to upgrade to High Sierra from? Does it boot internet recovery at all? (⌘⌥R)
