Water dispenser works. Ice-maker doesn't.

I have a Whirlpool Refrigerator Model WRS571CIHZ00. The water dispenser has a strong flow, but it just decided to stop making ice completely. I have disassembled the ice-maker/dispenser and checked the wires, didn’t see anything. I decided to check the continuity on the inlet valves and for some reason they all read zero. I double checked and it all reads zero. this is frustrating because I had the fridge less than 2 years. What makes it more frustrating as that I have flow to the water dispenser. Not sure what more to check. My next thought is that it could be the mother board. Someone have any thoughts?

Water Inlet Valve

The water inlet valve is an electrically-controlled valve that opens to supply water to the dispenser and ice maker. If the water inlet valve is defective, or if it has insufficient pressure, it won’t allow water to flow through. As a result, the ice maker won’t make ice. The valve requires at least 20 psi to function properly. Make sure that the water pressure to the valve is at least 20 psi. If the water pressure is sufficient, use a multimeter to check for power to the water inlet valve. If the water inlet valve has sufficient pressure and is getting power, but the ice maker won’t fill with water to make ice, replace the water inlet valve.
