So I've got some water damage under my MacBook Pro screen, can see a couple white spots(only on white background) and I'm looking to replace the screen. But I heard with non-genuine replacement screens, say one off ebay some functionalities don't work, like the brightness. Is this true?

You need to use the correct part for your system. People assume the 2016/17 models display are interchangeable with the 2018/19 models they are not the same!
When you buy goods on eBay you are often getting parted out systems. In many cases these are stollen systems! So the postings are not very trustworthy.
Buy from a company that’s been around awhile than a fly-by-night outfit as that way you get the assurance the product is correct and comes from a good source.
TheBookYard also sells recycled parts as well which can be upto 40% cheaper! But they do have blemishes or other issues.
