iPhone 7 will not boot up stuck in restore mode.

I have been wanting to switch over to an IPhone for a while. My son and his gf have the XR and love them. His gfs family member had an IPhone 7 that was giving them problems. The story I was told was it was stuck bootlooping. I have always used Android phones and have a good bit of experience repairing them. My son tried to use iTunes to repair the phone. I am not sure exactly what he did.

By the time I got involved my son had the phone connected to my computer. It was powered on and there was a screen with a cable, computer, and at the top it said something about restore. I was able to get the device to show this screen while connected to the pc. I tried to restore it. It failed. Now I cannot get the screen to power back on while connected to the PC. It will only power on and go to the restore screen when connected to a wall charger. It will not do anything else.

I suspect it is a battery/charging issue. However, my son talked to a guy when it was failing to update with error code 1204 I believe it was and he said it is either the front facing camera or the charging port/dock. I have ordered a charging dock and new battery. Do you guys think this will fix the problem?

I suspect what power was left in the battery was depleted and the charging port is not allowing the battery to charge. This is why is causing it to power on when connected to the charging block and not the PC usb port. I think the USB is underpowered to turn the phone on. Once the dock is replaced and new battery put it I believe it will at least go to the restore screen. If it does how to I restore the phone to factory as I will be using it?
