Why is my fan is always running at 7200RPM

My macbook fan is always running at 7000-7200 RPM. From the moment, I press the power button, it starts running very loud, and stays the same. It doesn’t matter what I am doing, it always stays around 7100RPM. I’ve reset de PRAM and the SMC. I’ve installed Fanny and it says:

Fan: #1

Current: 7104 RPM

Min: 1200 RPM

Max: 6500 RPM

Target: 1200 RPM

CPU: 34.75 degrees celcius

GPU: 36.00 degrees celcius

Please help me fix it, the sound of 7200RPM is very loud and annoying.

Did you try running the onboard diagnostics to see if an error code? Restart the system and press the D key to enter. Tell us what it is.

Pardon me, I don't get any errors. Sidenote: I've already replaced the thermal paste and cleaned the fans thoroughly.

OK, lets do this, kill Fanny and install this app TG Pro it will offer a better view of the thermal sensors.

So do you think it's just a faulty fan? Could a faulty fan choose for itself to run 7200RPM? I would've thought the fan would only follow instructions from the motherboard (like the motherboard would say go run at 7200RPM)

Well ... It does get told to speed up and slow down but what if the information to the logic board on what the fan speed is is gone? Think what would happen if you lost your speedometer in your car. What do you tell the police officer when you get pulled over, here the system is designed to assume the worse and ramp up the fan to make sure the system is being cooled.
