Please clarify your question. You state “Wifi not turning on….” and then say “It just stays on”. Which is it on or off?
By resetting do you mean a factory restore?
If not try performing a factory restore on the phone and then check.
Be aware that a factory restore will erase all your data and downloaded apps. It will restore the phone to its factory default state (or last system updated state). Backup your phone to a computer or the cloud using the phone’s backup feature before performing the factory restore.
Also if the phone has a Google account then remember what the user ID and password for the account is as you will need it to access the phone after it has been reset due to the FRP lock that is enabled when a factory restore is performed.
Once the phone has been backed up, use the phone’s factory restore feature to reset back to factory default and when it has check if the WiFi can be enabled / disabled OK.
If still no good then it is a hardware problem. As it is a new phone, consult the manufacturer’s warranty that came with the phone as to what to do to make a claim for a manufacturer’s warranty repair or replacement.
If it works OK, using the backup that was made earlier, restore the phone to what it was by using the phone’s restore feature.
Once it has been restored, check that the WiFi still works OK and that it can be enable/disabled OK
