Whenever I try to watch a movie on my ipod it locks up and I have to do a hard reboot to get it off the "Black Screen" like the movie is trying to load. What can I do to fix it so I can watch movies again?

Sounds like a format issue.
Try converting the .MP4 to
m4v,
my 5th gen 30GB works fine with this format.

Have you tried another movie? What format is the video you are trying to play?

No movies will play and they are mp4's. I have watched every movie that is on it before. It looks like it starting to load but locks up on the black screen.

Have you tried to restore your ipod and resync it? How about music? Does that still work? Your songs okay? Have you tried the diagnostics menu to see if the hard ware is responsive?
