Won't print, error message is paper jam But No Paper Jam

1.      No jams or pieces of paper in the printer's lower feeding mechanism.

2.      All rubber wheels are clean.

3.      I discovered the paper pick-up wheel does not rotate properly as it only moves the paper in the lower paper tray a quarter of an inch.  Then the printer displays the paper jam message on the printer display.

 Is the problem the wheel assembly, the motor controller, the sensor, or something else?
