cursor can't select and I cannot 'Select All' with keyboard or cursor

my 2010 Mac pro running Mojave is having a problem where the cursor gets stuck on one item and then at the same time a sound constantly plays over and over again, its the sound you get when a task is completed. Also I can't select certain things in Finder windows and in photoshop.
