Overheating because fans aren't running.

The two internal fans never run. The fans are clean, connections are good, and I have seen them running.

I've done a fresh install of Windows 7. I can't seem to find anything that relates to the fan speed in the BIOS. Is there a particular driver that I'm missing?

Does the computer overheat and shut down or does it just get hot? If it just gets hot, it may be just fine.

Maybe add a fresh coat of thermal paste to the cpu as well to help heat dissipation.

The computer is a Dell XPS M2010. It's known to have video card problems. I got it for free because it wouldn't boot. I had it working for a week (pretty sure it was a fluke, not exactly sure what I did to get it going), and then went black and wouldn't boot for me. I took the video card out, reflowed its solder, added new thermal paste and tried it. Low and behold, it worked. The fans don't run, and it gets hot enough that with the motherboard exposed, it's still hot enough to almost burn flesh and I envision the solder melting.

I installed a fan control program, which now forces the fans, but I'd rather fix the problem if there is one.
