TS3 freezes using power off button & clock resets when battery out

Issue:

• When I power off my Lumix camera using the power button, the Lumix logo appears on the screen, and the camera freezes.
• I can fix this by removing and reinserting the battery.
• However, the clock and all settings reset when I reinsert the battery.

Question:

How can I fix this issue?
