Why does my moto g7 optimo keep going to this page forever?

My phone is stuck at this page. How do I fix it? This didn't happen the day before but how is it doing this now?

EDIT: I FIXED IT, here are the steps I did according to Google's 1 year old AI, Gemini (SOMETIMES INACCURATE) :

3RD EDIT: I FIXED IT AGAIN. If this happens again, I will change what this page says, through a different device (MY TABLET).

The only button not working was the volume down button. At least after I fixed it for the first time.
