This is due to the FRP (Factory Reset Protection) lock being enabled by a factory reset.
It is a security measure, which is designed to help prevent the resale of lost or stolen phones.
It occurs if the phone still has the previous owner's Google or Samsung account linked to it, i.e. they didn't remove the account from the phone and the phone from their account, before selling it.
Search online for Samsung FRP bypass or contact the previous owner and ask them for the address and then to delete the phone from their Google or Samsung account.
