Here is the deal. The major labor is getting to the part. If you have the time and mechanical expertise, you may be able to fix it.
Here is the theory:
Heat works by passing engine cooling water thru a valve into a small radiator under the dash with a fan blowing air thru it into the duct work.
AC works by running a compressor under the hood and passing the coolant thru another small radiator under the dash, again with a fan to blow the cool air thru the duct work.
If neither heat nor AC work, you might have a problem with the control circuit, since they are basically separate systems.
You must start with some observational troubleshooting. "My car doesn't go. What's the problem?" == is not a good question!
Adjust all controls to determine exactly what each one does or does not do.
Does the fan turn on and adjust the fan speed?
Does the duct work controls direct the air to the correct outlets? Upper, lower, defrost
Do you get any heat when the temp gauge indicates the engine is up to normal running temp?
When you turn on the AC, do you hear the compressor clutch engage (under the hood). The engine should also change speed slightly. Ambient temp should be at least 60°F.
Some AC systems have a glass view port in the AC tubing to allow viewing the refrigerant movement and bubbles. If you have one, what do you see?

Boy, Rick, you haven't given us much to work with here.
Let's start with exactly what year and model/submodel Focus do you have? There can be significant differences between years and models that could easily affect our answers.
Next, I'm afraid we can't really tell what's going on from your description. Do you have a written estimate from a shop that gives a little more detail? Can you add a picture of the part that's broken, or describe it in more detail?
As I mentioned, we really have to have more to go on before we can help.
Basically you've told us that something's broke, how do I fix it, and that's all we know.
