Sounds like something's off with the shift interlock. That's the mechanism that keeps you from shifting out of park without putting your foot on the brake, and also keeps you from being able to remove the key without putting it in park.
There is an override mechanism that is meant to allow you to take the gearshift out of park if, for instance, the brake switch fails, but I'm not sure it has any function with regard to locking the key into the ignition.
There is, however a definite connection between being able to remove the key and the position the shift lever is in, and that sounds like where you should focus your attention. I don't think there's any reason a starter replacement should have disturbed the shifter cable, but it sounds like something that's worth checking. You might want to check into it yourself, but I ran across a post on the Chrysler minivan forum describing the procedure.

This is posted on the 4 gen. section. Since work was done in this transmission, I believe shifter linkage at the transmission need to be adjusted.
Remove shifter cable at the transmission, then manually move transmission shift lever to park, then move shifter (gear selector inside the vehicle) to park, then adjust shifter cable at transmission side accordingly.
