The original adapters that come with a lot of these HP laptops (even the commercial series - the inbox adapter my EliteBook 640 G9 left something to desire but it works at least) can leave something to desire, especially with the inbox adapter on the OEM consumer PCs :/. Some are so bad that the machines alert you that it's not a smart adapter. Test the adapter with a multimeter, the adapter should read a little over 19V (ex: 19.7V, 19.5 under load). If it passes that test, the adapter may not be the problem - but really, check that first; I've seen enough of them to know the OEM inbox adapter is subpar at best, but at least not dangerous like the Amazon clones. IF the adapter is low or you have the 709985-003 adapter, this one is the worst of the bunch compared to the more compact 65W HP ships with the Pro and Elite series laptops. Get the Smart 65W they ship with the commercial PCs, it's a lot better than the Consumer ship-in box. I took a look at PartSurfer and you have the crappy adapter if you never changed it :-(.
Given the odds of a bad adapter, I’d give a replacement adapter a try even if it passes this test given the chance the adapter dips too far from ~19-19.5V when under load is high with your style adapter. The only reason I know about the old adapters being trash is I wait for corporate America to have an IT fire sale every 2-3 years and buy new machines from their pile. The newer L adapter is fine, it’s that POS you have that’s a problem.
If the adapter you have is already the much better L2598-002 65W Smart adapter, it's likely a battery failure - find the part number on the battery. It's L11119-855 for these machines. Looks like you can buy the battery for here as a genuine part here too. I was genuinely expecting the battery to be $115-120+ depending on the laptop. $95 is cheap for an HP internal battery.
