The rotating side brush is no longer rotating
I've unscrewed the screw that holds the brush in place, removed the brush, cleaned the area, and reinstalled the brush without success.

As it appears that you've already taken a few easy steps without success, there is most likely something wrong with the side brush motor assembly.
Luckily an awesome Ifixit contributor has created a guide on replacing it!
it can be found here:iRobot Roomba 630 Side Brush Motor Replacement
while the model number is different it shares the same construction and should still work.
