Some SIM cards are preprogrammed and locked. For SD cards, USB's, and possibly SIM cards programming can be altered on a computer or maybe device menu. On a PC computer, at the card on the menu, right click, the menu opens to a settings type option. Read the options to find a way to turn off the lock, if you don't find it backing out and going to another option won't change anything.
