The first photo is opposite the processor on the board, and the second is on the processor side. I don't know what components are in the second photo.
Is this corrosion/water damage or dust?

The first is common tarnish, the second image is corrosion issues! Take a cotton swab dampened with White vinegar to clean off as much as you can. Hit the area again with a distilled water dampened swab to remove any traces of the vinegar. I would then hit the solder joints with some flux and refresh the solder joints as well as needed.
