Use the data saver feature to control the amount of data that is being used.
You can select which apps need your permission to access data e.g. Apps that can always use data option etc.
If configuring the Data Saver settings to suit your preferences doesn't affect the amount of data being used, then you may have some malware or viruses installed. Here's an article that may help with checking if all is OK i.e. no virus or malware.
