Messages not working on Mac
When I get a code/ pin sent to my messages, it does not send until my phone has signal. Even though I have messages app on my Mac. Is this normal or not.

It can be!
There are a few issues here the first is your phone is likely connected to a cellular tower, and your laptop is connected to WiFi through your cellphone so the path is first through it!
if you have a cable/fiber internet connection it's possible your laptop is not setup to use the WiFi connection or the Router might not offer it so you need a USB-C to Ethernet dongle to connect to if via Ethernet.

I am connected to wifi in a building, ie not connected to my phones wifi. i am connected to a router
@jellybeanman - Where did you submit the request? If you did it from your phone the phone number was hit first.
I uses a online thing to verify my identity and I put my phone number in, however my Mac has the messenger app
on my Mac, online a website
@jellybeanman - The phone number is used not your IP address which is also present but second.
That is normal!
