Is the HDD being detected in BIOS?
If it is, it could be a corrupted boot partition on the HDD that is the problem.
To get into BIOS, on starting the PC press the F2 key a few times as soon as the Dell logo appears.
If the HDD is not shown as detected in BIOS then it's either a failed HDD or a loose connection to the HDD.
