When I got a new gpu plugged it in then realized I didn’t have a power supply enough for it but then then got the power supply and turned it on but now it’s power cycling and I have tried everything

You may have internal damadge already on the PC.
A. Test with onboard gpu ( if it has one. )
B. Test with everything pluged out - see if it holds power (and cpu/case fan- runs).
C. Check for short on main coils, caps and mosfets. (if no short - checking with ohm meter detected, > go to D:)
D. Test motherboard / PC setup outside case.
It can be short from MB to case , internal short of a component or worse, motherboard.
The shut-down after a few seconds usually means it's entering a protection mode becauase of a fault on one(or more) of the main rails(12v/5v/3.3v/1.x)...
In rare instances can be the bios.... (corruption or not enough voltage at v3.3/1.8)
(if it was a bad assembley or bad part's mounting some smd-parts may have come loose , so it's wise to check for this visually).

Can you try using the original GPU card in the PC and see if now works OK?
