when you say it wont fully charge im guessing the indicator only shows 1 bar

Power tool batteries are typically a bunch of lithium cells, a charge controller, and all the other wiring and housing that makes it work with that specific brand of tool. Supposing the charger is showing flashing red/green, one or more of the individual cells is likely worn and needs to be replaced. If the charger doesn't respond to the battery, the charge controller is likely bad.

Note that there is some spot welding involved. While soldering the joints might work short term, expect forces on the battery from the tool to eventually weaken solder joints.
