Adding this to expand on @dadibrokeit's answer - this is a code auto parts stores in the US do not release due to insurance reasons. Cheapest way to get the data is an Innova 5610 scanner. You can also pay a shop for it but the labor rate might rival the scanner: https://www.amazon.com/5610-Bidirectiona... -- check with 2-3 shops; depending on the cost, buy a scanner.
Anyway, check your VIN against this recall: NHTSA Recall 23V865
CAUTION: Airbags aren't something you treat casually - these things can do some damage if you blow one in your face! Before you mess with the airbag system, disconnect the main battery for 30 minutes to drain the system - do not even consider using a radio saver. Disconnect the positive alone, leave the ground connected. If you want to be really sure, disconnect both.
Once you have codes, come back and we can look into it more; but remember: If the seat airbags are bad, the seats are now sacrificial in an accident - they use single use bolts which bend (torque to yield), need to be replaced as soon as you remove them. The other issue is the seats are usually sacrificial on these types of cars with the seat airbags, and you need the entire seat. YMMV, but be aware. They also require special placement in the sense you put the flat part down so if it blows up, it's contained - better that then a big blowout causing issues.

Unfortunately, the airbag light is like the check engine light; it only tells you something's wrong, but not what. So I'm afraid we can't tell you why your airbag light is on without more information. The best thing to do is to find a mechanic who has a scanner that can read your airbag codes; that will give a good indication of why the light is on. It takes a specialized kind of scanner; your normal engine code scanners for the most part won't read airbag codes, hence the need to find a mechanic.
That being said, first you'll want to check the fuses; there are fuses for the airbags and systems. For 2015 through 2019 Highlanders, the following fuses should definitely be checked.
On the interior fuse box, fuse #6 is for the airbags, and on the fuse panel in the engine compartment, fuse #40 is for the seat sensors (Occupant detection system). Either one of those fuses could cause the light to go on. Of course, keep in mind that fuses are there to protect a circuit from overcurrent conditions, so if that condition is still present, the fuse may simply blow again, but the rule of thumb is to replace a fuse once, and if it blows again then you have to find out why.
The following page has full sets of fuse diagrams, but not knowing what year yours is I can't point you to the exact one for your SUV. However, from what I saw, they seem to be the same for 2015 through 2019 models, but I confess I didn't do an exhaustive comparison.

Outside of fuses, a common cause is the wiring going to the seats. Since seats move, it's possible for those wires to fray and eventually break. Mostly you see problems with the seat belt wires; they tell the engine computer your seatbelt is fastened, and if one breaks it can cause issues with the airbag system. Many cars have side impact airbags built into the seats, and those wires can break too, and finally there might be sensors built into the passenger seat to tell when it's occupied to enable or disable the passenger airbag. Any one of those wires could cause the kind of problem you're seeing, but they're the main thing to check.

The only thing I'd worry about with most DIYers is not messing up the precautions. Airbags don't scare me, but I know how to do it. Airbags are a borderline DIY job. I'm more inclined to get annoyed if you lecture me like a newbie about it, but most newbies need to know.
The other issue is you might need new seats if the airbags are bad there; it may not be a module; the seats may be sacrificial.
